Those are questions that have surfaced in recent days as the United States Olympic Committee looks for bid cities to host the 2024 Summer Olympics.The USOC has contacted 35 cities as part of a feeling-out process.
Of those 35 cities, Tulsa, Okla., was the smallest, with only 400,000 residents. But the mayor of Tulsa is not dismissing the notion of hosting the Summer Games out of hand, despite the fact that the city would need to more than triple its number of hotel rooms (to at least 45,000) and find more than $3 billion to build infrastructure like an Olympic stadium.
"I see this as a great opportunity, I really do," Mayor Dewey Bartlett told AP, encouraged the city's success in hosting the Bassmaster Classic in February
Perhaps the most intriguing candidate was San Diego, which has submitted a joint bid with Tijuana, Mexico.
USOC Chief Executive Scott Blackmun said the bid "would have its challenges," according to a report in the Los Angeles Times. "We haven't looked at it carefully. We just learned about it.?
Yet the problems might not be so difficult. No Olympic Games have been shared between two neighboring host countries, but the world of soccer has been dividing is major events between countries for years. South Korea and Japan shared the 2002 World Cup, and the European Championships were held in Austria and Switzerland in 2008 and Poland and Ukraine last year.
In Euro 2012, for example, Poland and Ukraine set up special "green lines" at customs posts on the border, which allowed fans with game tickets and nothing to declare to pass through via an expedited process.
Of course, the World Cup and European Championships are spread out at eight sites over an entire month, while the Summer Olympics ? while mammoth ? want to be as compact as possible to limit travel for athletes, fans, and VIPs. Soccer tournaments are a string of big events evenly spaced out, while the Summer Games are a constellation of small events packed together in time and space.
But San Diego and Tijuana are hardly worlds apart. The driving distance is 17 miles. For the Winter Games, which have increasingly devolved into city sports (skating, hockey) and mountain sports (skiing, sliding), 17 miles would be nothing.

WASHINGTON (AP) ? President Barack Obama on Monday will nominate Charlotte, N.C., Mayor Anthony Foxx as his new transportation secretary, a White House official said Sunday.
If confirmed by the Senate, Foxx would replace outgoing Secretary Ray LaHood.
Foxx is Obama's first black nominee among the new Cabinet members appointed for the second term. The president faced criticism early in his second term for a lack of diversity among his nominees.
The official insisted on anonymity to avoid public discussion of the pick before the official announcement.
The official noted that Foxx has led efforts to improve his city's transit infrastructure to expand economic opportunity for businesses and workers. During Foxx's term as mayor, Charlotte has broken ground on several important transportation projects, including the Charlotte Streetcar Project to bring modern electric tram service to the city as well as a third parallel runway at Charlotte/Douglas International Airport. The city has also moved to extend the LYNX light rail system to the University of North Carolina at Charlotte, the official said.
Foxx, an attorney who has worked in several positions with the federal government, was first elected mayor in 2009. He also served as a member of the Charlotte City Council.

NEW YORK (AP) ? The Kansas City Chiefs took offensive tackle Eric Fisher of Central Michigan to begin the NFL draft Thursday night, then Jacksonville went for Texas A&M's Luke Joeckel.
It was the first time since the 1970 merger that offensive tackles went 1-2.
Fisher became the first player from the Mid-American Conference taken to open the draft. He is the third offensive tackle picked No. 1 overall since the merger, joining Orlando Pace in 1997 and Jake Long five years ago.
Fisher is the first selection by new Chiefs coach Andy Reid and general manager John Dorsey, who entertained trade offers before selecting the 6-foot-7, 306-pound Fisher over All-American Joeckel.
After Commissioner Roger Goodell paid tribute to the first responders at the Boston Marathon bombings and the victims of the West, Texas explosion, he announced Fisher's name. It broke a string of four straight quarterbacks taken first: Matthew Stafford, Sam Bradford, Cam Newton and Andrew Luck.
This is considered a QB-weak draft.

WASHINGTON (Reuters) - The FBI said on Thursday that more tests may be necessary to determine the potency of a granular material identified as ricin that was packed into letters sent to President Obama, a U.S. senator and a Mississippi judge.
Last week, the FBI said laboratory testing had confirmed the presence of the toxin in the letters. But FBI spokesman Chris Allen said Thursday he was reluctant to say all tests were complete because "they may be doing more tests on it as the investigation is ongoing."
The Centers for Disease Control said Thursday it had finished its evaluation of the material and sent the results to the FBI and other agencies. She said the CDC could not discuss its analysis because the investigation is continuing.
In Mississippi, the FBI continued its pursuit of the case after last week releasing its original suspect, a man who was arrested after preliminary field tests of the letters detected the chemical agent.
"I can confirm that the CDC did receive samples of material for testing. We have completed the tests and reported the results to partners, including the FBI," CDC spokeswoman Barbara Reynolds said.
Ricin, which is made from castor beans, is a poison that can be deadly to humans and is considered a potential terror weapon, particularly if refined into an aerosol form.
Letters addressed to Senator Roger Wicker, a Mississippi Republican, and Democratic President Barack Obama were retrieved last week at off-site mail facilities before reaching their intended victims. But the discovery added another layer of anxiety as authorities dealt with bombings at the Boston Marathon.
After preliminary tests of the letters proved positive for ricin, the material was sent to the CDC, which houses labs used to analyze suspicious materials in cases deemed a possible public health threat.
An FBI agent testified in court in Mississippi that the ricin found in the letters was in a crude form and looked like castor beans ground up in a blender, according to press accounts. Experts have said ricin in this form would have a low potency.
U.S. prosecutors on Tuesday dropped charges against Paul Kevin Curtis, a 45-year-old Elvis impersonator they had accused of sending the ricin-laced letters. The case was dismissed "without prejudice," meaning the charges could be potentially reinstated if warranted.
Authorities searched the house and business address of a second Mississippi man, Tupelo martial arts instructor Everett Dutschke, but he has not been charged in the ricin case. On Thursday, agents searched a private residence where a friend of Dutschke's lives. The friend is not a suspect in the case, according to the Northeastern Mississippi Daily Journal.
Milton Leitenberg, senior research scholar at the Center for Strategic and International Studies at the University of Maryland, said that the vast majority of ricin cases since the 1960s have involved crude ricin preparations made from recipes published in manuals and on the Internet.
"You could ingest this crude stuff, swallow a couple of tablespoons and you'd probably vomit, but not much more," Leitenberg said in a telephone interview.
To do more harm, he said, "you have to make a good material, and then you have to get it someplace." A material like that described in the ricin court hearing would pose little danger, Leitenberg said.
In an earlier case, CDC researchers conducted a detailed analysis of ricin found in February 2008 in a Las Vegas hotel room. They found it to be in a primitive form - apparently concocted with castor beans from a recipe in a publication called "The Anarchist Cookbook."
Another expert who was at the CDC during the 2001 anthrax letter attacks that killed five people in the United States, said it took a lot of skill to purify ricin and make it into a serious threat.
"There is a difference between being about to build it and disseminating it and making someone sick. It truly looks like someone has done an initial stage," said Sean Kaufman, now at Emory University.

NEW YORK (AP) ? Don't count out the captain.
Derek Jeter is certain he will return to the New York Yankees this season at the same level that made him one of baseball's most revered players.
In a jocular mood and wearing pinstriped pants, a practice jersey and hat, Jeter expressed frustration in learning last week that there was a new break in the ankle, an injury that has sidelined him since Game 1 of the AL championship series. He likely will be out until after the All-Star break.
Still, he never wavered in his confidence that he will run ? without a limp ? to the shortstop position that has been his since 1996.
"When you have doubt, that's when you're in trouble. I have been told this bone will heal, and when it heals I'll be ready to go," Jeter said Thursday. "It's frustrating I can't magically make it heal sooner than it's taken."
Jeter was in the dugout for a game for the first time this season when New York played Toronto, getting to know several teammates that weren't with the Yankees when he played in his last spring training game in mid-March.
Kevin Youkilis, among the new Yankees, was out of the lineup for the fifth straight game because of a tight lower back.
"He tried to take some work in the cage," manager Joe Girardi said. "He's just not ready. I thought it would be today. So hopefully it's tomorrow. We'll just go day by day."
Girardi is confident that when Jeter returns, he'll be the same player who has 3,304 hits, including an AL-leading 216 last season.
"He's had a setback here," Girardi said. "We have to deal with it but, hopefully, we get him back and he's the same player he was at the end of last year."
The 13-time All-Star is disappointed he failed in fulfilling his prediction that he would return by opening day. Now the reality is he will not be able to help his team until around mid-July, weeks after he's turned 39 years old.
No. 2 has a date in mind for his return, but he not saying when it is.
"The last timeline I set, I didn't make," Jeter said. "I don't want to disappoint myself or anyone else."
Jeter was always stubborn about injuries, refusing tests and claiming he was well enough to play. He has willed himself onto the field throughout a career in which his 2,531 games at shortstop rank only behind Omar Vizquel (2,709) and Luis Aparicio (2,581).
"I don't talk about injuries," he said. "It's just I think talking about injuries is just making an excuse for yourself. You either play or you don't."
In 2004, he famously dived into the stands to make a catch against the Boston Red Sox and walked off the field bloody and bruised. Yet, he took his position at Shea Stadium the next day.
When he dislocated his shoulder in 2003, he returned almost exactly to the day predicted and played through pain much of the season ? the only one of his 17 previous full seasons that he played less than 130 games.
At 38, he had no such luck. Jeter played for much of last September with a bad bone bruise. It finally gave out against the Detroit Tigers when he lunged for a groundball Oct. 13. A week later he had surgery, and a Christmas party at Yankee Stadium for his Turn 2 Foundation, he vowed to be on the field for the April 1 opener.
But Jeter was slowed by stiffness and soreness during spring training and only played five big league games, three at shortstop. When the pain persisted into April, he went for a new CT scan in Charlotte, N.C., and that test revealed the break.
"When I got it, it wasn't good news," Jeter said. "I thought I would go up there, when I went to see the doc, I thought he would say it was something different. Tape it up. Let's go. But it wasn't the case. It didn't feel too good for quite some time. I'm laughing and smiling and happy that I'm up here. But I'm still upset that I can't play."
For now he will be limited to playing cheerleader and working out until he is given the OK to start his on-field rehabilitation again. Jeter walked without a limp into and out of the news conference, and he wasn't wearing the protective boot he says he has to wear, even though he doesn't think it's necessary.
He'll spend at least the 10-game homestand in New York.
"It's tough to not be around the team," Jeter said.

It was revealed by Professor Dr. Walter Stcker of the Institute of Zoology at Johannes Gutenberg University Mainz (JGU) that the blood protein fetuin-B plays an important and previously unknown role in the fertilization of oocytes. Fetuin-B, first identified in the year 2000, is formed in the liver and secreted into the blood stream. During a joint research project with researchers at RWTH Aachen University headed by Professor Dr. Willi Jahnen-Dechent of the Helmholtz Institute for Biomedical Engineering, it was discovered that fetuin-B contributes to egg cell fertility by regulating the hardening of the protective zona pellucida of oocytes. The findings have recently been published in the scientific journal Developmental Cell.
The scientists at Aachen discovered that female mice lacking fetuin-B were infertile even though their ovaries developed normally. But fertility was restored when their ovaries were transplanted in wild-type mice with normal fetuin-B production. "This demonstrates that it was not the ovaries themselves but the plasma protein fetuin-B that determined whether the mice were fertile or not," explained Stcker.
The role played by the plasma protein fetuin-B was decoded in cooperation with the team in Aachen. The mechanism appears to operate as follows: The oocytes of humans and other mammals are surrounded by a protective envelope called the zona pellucida. This envelope hardens immediately after the successful fertilization of the egg cell by a sperm, which means that subsequent sperm are unable to penetrate the ovum, thus preventing multiple fertilization (polyspermy). Polyspermy results in the death of the embryo in many mammals. The hardening of the zona pellucida is triggered by the proteolytic enzyme ovastacin, the function of which Stcker's team in Mainz has been investigating. The protease ovastacin is stored in vesicles within the egg cell and when the first sperm penetrates the ovum, the protease is explosively discharged into the gap between the egg cell and the zona pellucida in what is known as the cortical reaction.
However, small amounts of ovastacin continually seep from unfertilized egg cells and this would cause the zona to harden before the first sperm can penetrate. "It is the role of fetuin-B to ensure that these constantly escaping small quantities of ovastacin are inactivated so that oocytes can be fertilized," Stcker added. "However, once a sperm has penetrated an egg cell, the cortical reaction will be unleashed and the amount of ovastacin will overwhelm the inhibition capacity of fetuin-B and initiate the hardening process."
This is the first time that it has been shown that premature hardening of the zona pellucida can be a cause of infertility. It is thus possible that this could represent the basis for the development of future forms of infertility treatment.

There's enough real evidence supporting the theory that Kubrick was a genius, and that's pretty entertaining all by itself.
It's about the human need for stuff to make sense - especially overpowering emotional experiences - and the tendency for some people to take that sense-making to extremes.
The results can range from enlightening - Kubrick did like to mess with things - to embarrassing. But it's never dull. "Room 237" shines.
You don't have to buy any of the nutty theories in Room 237 to appreciate what director Rodney Ascher has accomplished.
It's nuts, in the best possible way.
Their imaginings are not far removed from the deconstuctionist gobbledygook that has hammerlocked academic film and literary scholarship. But here at least the gobbledygook is entertaining.
Kubrick fans and movie geeks will want to check this film out as soon as possible
Kubrick fans will take 'Shining' to 'Room 237.'
The credibility of these theories ranges from faintly plausible to frankly ridiculous, but Ascher isn't interested in judging them; his movie is more about the joys of deconstruction and the special kind of obsession that movies can inspire.
Some of the interpretations seem more of a stretch than others but all are entertainingly presented by director Rodney Ascher. (The movie) serves as a testament to Stanley Kubrick's cinematic mastery.
As fascinating as it is frustrating
It is nice to see a doc that makes you smile instead of making you angry. Anyone who is a fan of Stanley Kubrick will eat this up.

(Reuters) - Health insurer Centene Corp reported a better-than-expected quarterly profit as it added more states under its Medicaid contracts and expanded its coverage in existing ones.
The company raised its full-year forecast for premium and service revenue to $10.1 billion to $10.4 billion, and reiterated its profit forecast of $2.60 to $2.90 per share.
"We believe we are well positioned for profitable growth in 2014 and beyond," CEO Michael Neidorff said in a statement.
Net income fell marginally to $23 million, or 42 cents per share, in the first quarter from $24 million, or 45 cents per share, a year earlier.
Premium and service revenue rose 53 percent to $2.54 billion, mainly driven by the expansion of contracts in Texas, Mississippi and Louisiana, and contract additions in Kansas, Missouri and Washington, the company said.
Analysts were expecting a profit of 37 cents per share, on revenue of $2.46 billion, according to Thomson Reuters I/B/E/S.
Health benefits ratio, a measure of medical expenses expressed as a percentage of premium revenue, rose to 90.4 percent from 88.2 percent a year earlier.
The increase in medical expenses reflected a higher level of flu costs during the first quarter, and a higher level of medical costs in new business, the company said.
Insurers take a hit from the flu because of an increase in claims related to visits to doctors and hospitals.
Centene was hit by high costs at its Medicaid contracts in Texas and Kentucky last year as higher utilization of its services in the states ate into profit.
The insurer intends to exit Kentucky from July 5.
Several other health insurers providing Medicaid services in the two states had also experienced high medical costs.
Shares of the St. Louis, Missouri-based Centene closed at $45.35 on Monday on the New York Stock Exchange.

NEW YORK ? It's a common refrain among city dwellers: "I don't think I remember what the stars look like."
But an exhibition here at the Danzinger Gallery called "Darkened Cities" may help New Yorkers see what the truly dark night sky might look like in their own backyard. Artist Thierry Cohen takes city skylines and meticulously transforms them into something impossible to view today, yet still scientifically sound.
By combining two images, Cohen reveals the cosmic wonders hidden beneath the light pollution that masks the world's biggest cities. [See Photos of "Darkened Cities" by Thierry Cohen]
"He photographs the world?s major cities, seeking out views that resonate for him and noting the precise time, angle, and latitude and longitude of his exposure," Danziger Gallery officials wrote in a press release. "As the world rotates around its axis, the stars that would have been visible above a particular city move to deserts, plains and other places free of light pollution."
Over the course of three years, Cohen photographed cities and remote areas of the world by night.
He tracked the rotation of the Earth to seek out the same piece of sky he had shot above a city when it appeared over clear, light pollution-free places like Joshua Tree National Park, the Mojave Desert and Death Valley Desert in California, Black Rock Desert in Nevada and the Atacama Desert in Chile.
Cohen then combined the two photos to create a unique view of what the world could look like if free from human-made light.
"Compositing the two images, Cohen creates a single new image full of resonance and nuance," Danziger Gallery officials wrote. "The work is both political and spiritual, questioning not only what we are doing to the planet but drawing unexpected connections between disparate locations."
Cohen's photos vacillate between extremes. Some look almost post-apocalyptic, others are simply surreal and beautiful, while a few find the sweet spot in between.
The highways of Shanghai look spooky when empty at night, but there might not be anything more surprising than seeing starlight shine through the windows of the Empire State Building. In a photo of Los Angeles, some of the stars are blotted out by the Sierra Nevada Mountain range in the distance, but the clouds of the Milky Way still crowd above the city.
All of the photos, from a starscape prominently featuring the Milky Way over the Brooklyn Bridge to the southern sky over Sao Paulo, are evocative in their own ways.
"Cities that never sleep are made up of millions of individuals breaking natural cycles of work and repose," officials from the New York gallery wrote. "Cohen's photographs attempt to restore our vision, and in beautifully crafted prints and images offer the viewer a possibility ? to re-connect us to the infinite energy of the stars."
Cohen's photos will be on display at the Danziger Gallery until May 4.

NEW YORK (AP) ? Joakim Noah gave a meek smile, looking as if he was hiding either the truth or the pain.
Asked how his sore right foot felt, he replied unconvincingly: "Feels great."
It probably didn't, but a big playoff victory surely eased some of the aches.
Noah gutted his way through an injury that made it difficult to even run in Game 1, making three fourth-quarter baskets as the Chicago Bulls beat the Brooklyn Nets 90-82 on Monday night to tie their first-round series at one game apiece.
"Just found a way," Noah said. "It feels great to come out with a win tonight. We showed a lot of resiliency.
"To come out in the biggest moment of our season and play the way that we played was huge."
Carlos Boozer had 13 points and 12 rebounds, and Luol Deng bounced back from a poor opener with 15 points and 10 boards for the Bulls, who became the first team to win a road game this postseason.
They did it the only way they know how: with bruising Bulls defense.
"I feel like overall our team played passionate basketball tonight and that's a plus, because it was ugly in that Game 1," Noah said.
Chicago held the Nets to two baskets in the third quarter to build a big enough lead to hold off a charge in the fourth.
Noah finished with 11 points and 10 rebounds for the Bulls, who host Game 3 on Thursday.
"I thought overall, I thought Jo was very rusty in the first game but willed it, and I thought he willed it again tonight and we needed every bit of it," Bulls coach Tom Thibodeau said. "To me, it's obvious we're a much better team with him on the floor."
Brook Lopez scored 21 points for the Nets, who shot 35 percent from the field and were just 4 of 21 from 3-point range. Star point guard Deron Williams was 1 of 9, finishing with eight points.
"We didn't get stops, which was the key for us because then we couldn't get out and run like we wanted to," Williams said. "We have to do a better job defensively next game. I've got to do a better job of everything really. This was a bad one for me."
After an unrecognizable defensive effort in a 106-89 loss in Game 1, when they allowed the Nets to shoot 16 of 20 in the second quarter, the Bulls got back to the mentality that has helped them overcome a number of injuries, including the season-long absence of Derrick Rose.
Noah, who has battled plantar fasciitis and whose status was in question coming into the series, played 25 1/2 minutes, just passing the 20-to-25 that Thibodeau said he would be limited to.
The All-Star center, who grew up and played high school basketball here, missed 12 of the final 15 games of the regular season. He was ineffective in 13 minutes Saturday, finishing with four points, but he was all over the court in the second half Monday, scoring 11 points and grabbing seven rebounds and fighting for any loose ball he could get near.
"He's willing it is what he's doing, and to his credit," Thibodeau said.
Joe Johnson scored 17 points but shot 6 of 18 for the Nets, who couldn't even reach the 87.5 points they averaged against the Bulls in the regular season, let alone the 106 they rang up in the opener.
Two nights after the first major postseason game in Brooklyn since the 1956 World Series, the crowd wasn't as energetic and neither were the Nets, who didn't give the fans much to cheer about with poor starts in both halves.
"Our execution when they made an adjustment or when they increased the defensive pressure, we didn't handle it or react as well as we need to," Nets interim coach P.J. Carlesimo said.
The Nets didn't make their first field goal of the third quarter until Williams' only basket of the game with 6:35 remaining in the period. Reggie Evans dunked less than a minute later, but that was about it for the Nets' offense.
Boozer converted a three-point play to start a 9-2 run to end the period, and Chicago was ahead 69-57.
Brooklyn was 2 of 19 (10.5 percent) in the quarter, missing all three 3-point attempts. Noah's low-scoring backup, Nazr Mohammed, had as many baskets in the period as the Nets.
Chicago pushed it to 14 points early in the fourth before Brooklyn cut it to five. Noah had two baskets around a 3-pointer from Nate Robinson as the Bulls seemed in control again with an 80-68 lead, but Johnson hit two 3-pointers in an 8-0 surge that trimmed it to 80-76 with 4:12 to play.
But Johnson missed an open 3-pointer that could have cut it to one, and back-to-back baskets by Deng and Noah extended the lead to 86-78.
The Nets were trying for their first 2-0 lead in a series since the first round in 2004, when they swept the Knicks. But they couldn't get the quick pace that favored them in Game 1, forcing themselves to beat Chicago's defense in the half court, and they couldn't do it.
There were even some boos from the fans who stuck around to the end and had lost interest much earlier. The overhead video board encouraged them to wave towels during a third-quarter timeout, but it seemed it was mostly missed or ignored, as there was no noticeable response.
The Nets missed eight of their first 10 shots, allowing the Bulls to get into the defensive game they need. Brooklyn shot just 33 percent in the first quarter, missed five of its six 3-point attempts, and Chicago led 20-17.
The second quarter is where it got away from the Bulls on Saturday, but this time they methodically increased their lead to seven midway through the period. A 12-3 run by the Nets, capped by three straight jumpers by Lopez from about the same spot, gave them a 39-37 lead, though Chicago quickly stopped the momentum by answering with six straight and let 47-46 at the break.
Kirk Hinrich finished with 13 points and Robinson had 11.
Notes: This will be the first Chicago-Nets series that isn't a sweep. The Bulls won 3-0 in the first round in 1998 during their last title run. ... WASHINGTON (Reuters) - A measure to empower U.S. states to require out-of-state retailers to collect online sales tax cleared a legislative hurdle in the Senate on Monday, after earlier winning official backing from President Barack Obama.
Seventy-four senators voted to limit debate and move forward with a final vote on the proposed legislation in the Democratic-controlled Senate, likely on Wednesday.
"You have businesses all around America on Main Streets and shopping malls collecting sales tax on the things that they sell, competing with Internet retailers who do not," said Democratic co-sponsor Senator Richard Durbin.
Supporters of the measure include brick-and-mortar retailers such as Wal-Mart Stores Inc and Best Buy Co Inc and cash-strapped state governments, along with Amazon.com Inc, which hopes to simplify its U.S. state retail tax situation. Opponents include many online merchants, including eBay Inc and Overstock.com Inc.
Prospects for the bipartisan measure are murkier in the Republican-controlled House of Representatives, where some Republicans view it as a tax increase.
Lobbyists on both sides are working to make their case in Congress. Several new wrinkles emerged on Monday, a key one being that the Obama administration for the first time officially backed the measure.
White House spokesman Jay Carney said the bill "will level the playing field for local small business retailers who are undercut every day by out-of-state on-line companies."
Amazon, with its extensive network of distribution centers, already collects tax in nine states, and has agreements with seven more states to start charging in the next year. Amazon has been actively supporting the bill on Capitol Hill.
The bipartisan National Governors Association supports the tax, and in a letter to lawmakers on Monday said the disparate treatment of online and Main Street businesses is "shuttering stores and undermining state budgets."
For its part, eBay's chief executive launched a major lobbying blitz this week, pleading with its millions of users to oppose the effort.
WALL STREET WEIGHS IN
In a twist to the lobbying on the issue that has gone on for years, the Securities Industry and Financial Markets Association came out in opposition to the bill.
Representing big investment banks like Goldman Sachs Group, but also online companies like E*TRADE Financial Corp, SIFMA said the bill could lead to a state-level financial transaction tax and "unexpected" consumer costs.
Eleven EU countries are embracing a federal-level financial transaction tax on trading in stocks, bonds and derivatives. The Obama administration opposes such a tax for the United States.
The idea of imposing a financial transaction tax at the state level in the United States seemed unlikely to Verenda Smith, deputy director of the Federation of Tax Administrators.
She said she was not aware of any states that impose such a tax. "It's hard for a state to even broaden their sales tax to include hairdressers," Smith said. "I don't want to think how hard it would be to broaden to financial transactions."
Under current law, states can only mandate that online merchants with physical stores or affiliates within state borders collect sales tax. Consumers are supposed to pay the tax on their own, but few even know about this.
As a result, online-only retailers often have a pricing edge over bricks-and-mortar retailers in many markets.
Critics say it will create more complications, especially for small businesses, which may have to comply with conflicting state laws and new software.
"The bill has never been about helping Main Street but about helping Big Box stores," said Steve Delbianco, an official with a coalition of e-commerce companies called Netchoice.
The legislation would extend the authority of U.S. states to online sales outside their physical borders, though it would not require them to do so. It would exempt merchants with online annual out-of-state sales of $1 million or less.
"The reason the (banks) are nervous about it is they have managed to successfully argue against their services being taxed because it is so mobile," said Kim Ruben, an economist and director of state issues at the Tax Policy Center, a centrist think tank in Washington.

As an educator of young men, you bear a great responsibility, face a unique challenge and encounter a profound privilege. The boy you teach or mentor today is in the process of determining his future as a member of society. Young boys who grow up without positive role models, without any sense of direction, and without healthy attitudes about life, relationships and contribution are unlikely to become the very men that society needs. And those are men who have character, integrity, and principles; they are men that steer the world's destiny towards a better, brighter tomorrow. So what does it take to transform young boys into great men?
Teaching boys today may be harder than it was decades ago. There are far too many negative distractions and fewer positive diversions. Young boys might find the "get rich quick" mantra of much popular music to be a better route than finishing school to earn a living. Others might follow the degrading depiction of women in trendy video games, music videos, or movies. Whatever noble and ideal masculine images were once depicted for boys, now rarely exist in mainstream culture. What you need to do to counteract the damaging cultural formation young boys receive is to address the very roots of the belief systems that shape there sense of self; their sense of who they are in the world.
Today's education needs to communicate that masculine strength is not achieved -- or to be celebrated -- through selfish means but rather by serving something bigger. This is where your skills in classroom instruction come in. The task is to seek programmes that enhance your existing curriculum for boys' education, allowing you to adapt them for pastoral care, ethics or religious studies classes. Discover what teaching methods and educational tools grab your students' attention. Use those methods and those tools to drive your message, emphasising the importance and necessity of a new vision for the nobility of manhood in today's culture.
While it is undoubtedly important to ensure that young boys meet their academic requirements, your classroom teaching should also incorporate honour, integrity, character, and all the other good things that mould great men. Naturally, these ideal traits are not confined within the four walls of any classroom. These should also be instilled at home; Ideally, a young boy's attitudes towards masculinity, women, success, and life in general should begin at home.
But that goal may be hard for lone parents. Understandably, a young boy's ideal education into manhood may be neglected in the haze of making ends meet. In this type of situation, an honourable male mentor from a community centre where they may have an after-school program for boys, may be helpful in the absence of a father. In addition, the formation of good values may be achieved through firm rules about meeting grades, doing household chores, and just basically doing the right thing (e.g. not cheating at exams, telling the truth about ditching school, or helping an old person cross the street).
A man's destiny in life may be changed by his education. What he learns as a boy may also shift the course of the world. Think of great leaders who have forged peace and prosperity and then think of infamous men that have blackened certain eras in history. Every educator and every parent must consider that boys and education require much attention, and change. Doing this might not only produce great men but also bring a better, brighter future for the world.

As recent campaigns across social media have shown, the game industry has slowly begun to own up to its troublesome legacy of sexism ? expanding roles for women in the business while updating representations of them in the games.
The Girl Scouts of America has introduced a unique approach to addressing the gender imbalance: Show girls the merit of game design from a young age. In partnership with Women In Games International (WIGI), the Girl Scouts of Greater Los Angeles recently introduced a new patch to award work in game design.
While the new patch is being introduced a little over a month after the Boy Scouts made a Game Design merit badge of their own, a representative from the Girl Scouts of Greater Los Angeles told NBC News that the organization has been working with Women In Games International for more than a year to introduce a new game design merit system for members of the local California chapter.
Sheri Rubin, president and CEO of Design, Direct, Deliver and a member of WIGI's steering committee, told NBC News that while the timing of the patch's announcement might resonate with other recent events, its introduction fits with both organizations' overall mission. "Social media campaigns like #1reasonwhy and #1reasontobe show just how important it is to reach girls at a young age and introduce them to video game development career choices."
There are a few key differences between the Boy Scouts and Girl Scouts when it comes to their respective gaming achievements. For one, the Girl Scouts merit award is a patch, rather than a badge, which means that it isn't nationally recognized yet.
"Fostering interest in technology and video game development in females of all ages ... is the main inspiration for working towards a national badge," Rubin said in an email.
The program will also require Girl Scout members to actually learn how to program for games, rather than just design them. The GSGLA will use a custom version of Gamestar Mechanic, a video game published by partner organization E-Line that teaches children how to design their own video games, to track Girl Scout members' progress and they start to build their own games.
For the moment, it is only being introduced in Los Angeles, but both Rubin and the GSGLA said that they hope to bring it to other local chapters across the United States.
"Our plan is to start by working with the Girl Scouts of Greater Los Angeles to introduce a local patch and once successful open it up to other councils where game developers are prevalent," Rubin added. "We hope this can be accomplished over the next couple years."
"Once our patch has been proven effective we will work to create what is necessary to get a nationally recognized badge in place for all Girl Scouts starting with those in 4th through 6th grade and eventually expanding through all levels encompassing 7th through 12th grade," Rubin said.
